Federal and provincial governments are launching funds and incentive programs to support the commitment to achieve net zero emissions by 2050. A billion dollars has been allocated to fund massive investments in zero-emission bus procurement and the infrastructure to support them.

British Columbia
Specialty Use Vehicle Incentive (SUVI)
The Province of British Columbia launched the CleanBC Go Electric Program to promote and encourage the transition to zero-emission vehicles (ZEVs).
The Specialty Use Vehicle Incentive (SUVI Program) is a sub-program dedicated to support the adoption of ZEVs for businesses and other organizations such as non-profits and public sector organizations.
BC passenger transportation providers can finance the purchase of new electric buses with a rebate of up to $100,000. Learn more on their website here.
- Fleets and organizations: Individual, business, non-profit, or public sector organization based and licensed to operate in B.C can apply to this program. Maximum rebate: $100,000 or 33% of the purchase price, whichever is lower. Read more here.
- Tourism industry: Any eligible tourism operator based in British Columbia can pretend to the increased rebate percentage 66% of vehicle purchase price for on-road medium- and heavy-duty vehicles, up to a maximum of $100,000. Read more here.
Applications are open until March 2023. This program is subject to extension.
Applications must be submitted within 90 days of purchasing the vehicle in order to be eligible for the rebate.
One application per vehicle purchased, with a limit of 10 rebate submissions per applicant.

Quebec
The Écobus Incentive Program
The program has been in effect since April 26, 2022 and ends on March 31, 2025. However, it covers eligible expenses incurred since April 1, 2022.
A one-time financial grant of $100,000 is available to acquire a fully electric bus or minibus qualifying for the program.
- Any bus or minibus permit holder offering services in Quebec, other than experimental and student transportation permit holders;
- Private companies providing a shuttle service such as hotel shuttles, free employee shuttles, etc;
- Private companies using an eligible light-duty vehicle to provide passenger transportation services for commercial activities.
Any eligible transportation organization must meet the following conditions:
- Have its head office or an establishment in Quebec;
- Be registered with the Registraire des entreprises du Québec;
- Not be registered with the Registre des entreprises non admissibles aux contrats publics (RENA);
- Be solvent and not be in bankruptcy within the meaning of the Bankruptcy and Insolvency Act (R.S.C., chapter B-3);
- Be the owner or leaseholder of the vehicle for which financial assistance is requested for a minimum period of four years.
- Electric Bus Purchase: The Ecobus program provides a grant of $100,000 for the acquisition of a fully electric or fuel cell bus or minibus. Technologies that have been identified as eligible for the Ecobus Incentive program as a result of the certification process are listed here. Crestline Buses is the approved vendor in Canada for the following approved bus models:
- EV Conversion: The financial subsidy granted corresponds to 50% of the expenses for the acquisition and installation of the technology allowing the conversion of the vehicle to a maximum of 75 000 $.
Step 1: At the time the order is placed to purchase the vehicle, the applicant applies for financial assistance to the Minister, along with the required documents (the application form can be found here),
- The quote for the acquisition of the vehicle, accepted and signed;
- A Heavy Vehicle Owner/Operator Record (HVOR), issued within 10 business days prior to ordering the vehicle emitted by the Société de l’assurance automobile du Québec (SAAQ)
After assessing the eligibility of the application, the Minister will advise the applicant, and the manufacturer or distributor in the case of a purchase rebate, of the budget availability under the program.
Step 2: In the case of a purchase rebate, the applicant has a maximum of 20 working days prior to the transaction to provide the Minister with the following documents:
- The Application for Assignment of Financial Assistance form duly completed and signed;
- A certificate from Revenu Québec confirming that the applicant does not have an outstanding account with the Minister of Revenue of Quebec under Quebec tax laws or, if the applicant has an outstanding account, that the applicant has entered into a payment agreement and is in compliance with the agreement, or that the collection of the applicant’s debt has been legally suspended. This certificate must have been issued within 30 business days prior to the vehicle transaction.
The applicant will be notified of their eligibility. This information will be communicated to the manufacturer or distributor, as applicable.
Step 3: The manufacturer or distributor will have a maximum of 12 months from the date of the application for financial assistance to complete the purchase transaction and submit the following supporting documentation:
- A complete copy of the signed purchase or lease contract indicating the lease period and allowing the determination of the additional cost for the particular option;
- A copy of the manufacturer’s description of the new vehicle;
- A copy of the Dealer Transaction Attestation (DTA) issued by the manufacturer or distributor, if applicable;
- A copy of the itemized invoice;
In the case of a purchase rebate, the amount of financial assistance is subtracted from the total invoice including all applicable fees and taxes; - Proof of payment;
- A copy of the vehicle registration certificate duly signed or a copy of the temporary registration provided by the SAAQ.
The applicant is required to submit these same documents if he/she does not take advantage of the purchase discount at the time of the transaction.
In the case of the conversion of a vehicle to an electric vehicle, the applicant must contact the SAAQ in order to modify the registration certificate to include the mention “electric vehicle”. The SAAQ will then issue a green plate.

In August 2021, the Government of Canada established Zero Emission Transit Fund, a 5-year incentive program designed to entice public transit and bus operators to electrify their fleets. The ZETF program will allocate $2.75 billion in funding grants to support the purchase of zero-emission buses (ZEBs) and build supporting infrastructure, including charging infrastructure and facility upgrades for public transit. This program accepts applications on an ongoing basis by Fall 2025 or until funding runs out.
- Municipalities, local and regional governments established under provincial or territorial statute, including service districts;
- Public sector Bodies that are established by or under provincial or territorial statute or by regulation or are wholly-owned by a province, territory, municipal or regional government (including transit agencies and school boards);
- Indigenous governing bodies;
- Indigenous development corporations;
- Private sector school bus operators, in partnership with a public school board or municipal, regional or provincial/territorial government;
- Private sector accessible transit bus operators, in partnership with a transit agency or municipal, regional or provincial/territorial government.
Two kinds of projects are qualified for the Zero Emission Transit Funding:
- Planning projects: studies, modelling and feasibility analysis dedicated to supporting the zero-emission buses deployments. The maximum contribution is up to 80% of the total eligible costs for electrification planning.
- Capital projects (Zero-emission buses purchase and deployment): procurement of the buses, charging infrastructure. Conversions of combustible engine buses are also eligible. The maximum contribution is 50% of the total eligible costs.
The application process is divided in two steps. First, the Expression of Interest (EOI). The goal of this step is to assess if your organization and project are eligible and determine the appropriate Stage II stream (planning or Capital project). Then Phase II, which is the project application itself, where your organization will have to go through a comprehensive assessment and analysis process to determine eligible project expenses, impacts, and timelines.
Application must be received by Fall of 2025. Requests are accepted until the found dries. Project applications submitted as part of the application process will be submitted to both Infrastructure Canada and the Canada Infrastructure Bank (CIB). All eligible expenses must be claimed before the programs ends on March 31, 2026.

In July 2022, the government of Canada launched the iMHZEV, a 4-year funding program of $547.5M.
The iMHZEV is designed to contribute to a cleaner transportation system by incentivizing zero-emission vehicle purchases to eligible Canadian businesses and organizations.
The federal iMHZEV program can be combined with any Provincial or Territorial level incentive up to 75% of the Manufacturer’s Suggested Retail Price (MSRP) of the vehicle. However, the iMHZEV incentives cannot be combined with funding received from the Zero Emission Transit Fund or the Green Municipal Fund for the same vehicle.
- Canadian Businesses and organizations with an office registered in Canada.
- Indigenous communities and not-for-profit organizations, including charities, as long as they are registered.
- Provincial, territorial and municipal governments.
Organizations are eligible for up to 10 incentives or a maximum of $1,000,000 per calendar year. The limit is applied at an organizational level, rather than by department or division,
Public transit and school transportation organizations are not eligible for this program. Other federal programs provided through Infrastructure Canada cover vehicles intended for public transit and school transportation. Similar vehicles intended for use by private organizations, as well as coach and shuttle buses, will be eligible under iMHZEV.
Zero-emission vehicles from class 2B to 8 are eligible for this program. It includes battery-electric vehicles(BEVx), plug-in hybrid electric vehicles (PHEVs) and fuel cell electric vehicles (FCEVs).
For now, we offer two models eligible for that program. The list of eligible vehicles is subject to change anytime. We are monitoring updates so you can access the latest information.
- ARBOC Equess CHARGE ($100,000 incentive)
- Ford E-Transit ($10,000 incentive)

This program is hassle-free for the purchaser! The burden of the claim is on the dealer. The iMHZEV program provides point-of-sale incentives for eligible organizations. As a result, your dealer will lower the purchase price to the extent of the financing your organization is eligible for. However, your dealer will request additional documentation specific to this program.
- Eligibility assessment. Your dealer will ask you to complete the iMHZEV Program organization consent form and will verify your eligibility for the program with Transport Canada.
- If you are eligible, your sales agreement will clearly show the rebate (iMHZEV) matching the amount allowed by the iMHZEV program after taxes and separated from the provincial/territorial incentives.
- Upon delivery, you must sign the Incentive Received Form for your dealer, certifying that your organization has benefited from the iMHZEV incentive.
